Binghamton Police Chief Joseph Zikuski has been placed on leave after his girlfriend, Susan Rice, assaulted a minor and was knocked out during the altercation. Prior to the incident, Rice was heard yelling slurs and claiming, “We are the police!” The chaotic scene ended with Chief Zikuski attempting to lift his unconscious girlfriend as bystanders recorded.
